Todd Cunningham

Founding Partner

At Woodbridge Pacific Group, Mr. Cunningham manages community planning, housing product design, and project planning and oversees all construction, marketing, merchandising, and sales functions. A residential development company executive and owner in California's land and housing development industry over the past thirty years, he possesses in-depth experience in all aspects of the business. He strongly believes in the importance of, and is committed to maintaining at Woodbridge Pacific Group, a hands-on management approach in both daily operations and longer-term decision making.

In 1976, Cunningham joined the staff of M.J. Brock, a leading California homebuilder. Initially responsible for project management and construction oversight, he was promoted to Division President of Brock's Orange County Division in 1983.

In 1987, Cunningham co-founded Brighton Homes, successfully building the company into one of the top ten Southern California homebuilders, with annual new home deliveries of 300 to 400 homes and annual revenues reaching $175 million.

In 1994, he co-founded Woodbridge Development. The company completed twenty-four new home neighborhoods in Southern California. In 2001, Woodbridge Development initiated an ongoing partnership with IHP Capital Partners (during Carl Nuess's tenure as a Principal at IHP Capital Partners) to build a highly-profitable, multi-project joint venture portfolio of residential development projects comprising over $300 million in new home sales.

Carl F. Neuss

Founding Partner

The founding principal of affiliate company Pacific Cascade Group, Mr. Neuss oversees the firm's management and investment activities, including land planning, management, business development, and venture investment.

Using his broad background in real estate development, investment, fiduciary oversight, project work-out, and market / economic assessment, Neuss has built a seasoned, multidisciplinary professional staff specializing in the investment and management of residential development projects. He also directed the development of the proprietary PCG Market Expert System, currently recognized as the housing and land development industry's most sophisticated market assessment tool.

Neuss holds a B.S. in Civil Engineering from Cornell University, a Master of Engineering degree at UC Berkeley, and an MBA from Harvard Business School. He completed the Professional Program in Real Estate Development at UC San Diego and earned the Registered Investment Advisor designation. A former Board Member of the Harvard Center for Housing Studies, Neuss currently serves on the Board of the Cornell University Real Estate Council. He is the author of many articles and studies on California's housing market and economic behavior during the last thirty years.

Prior, he was a Partner at IHP Capital Partners (Irvine, CA), where he oversaw deal origination, investment strategy, and asset management for the firm's CalPERS investment partnership, co-managing a $1.0+ billion housing and land development portfolio that produced 10-year compound returns exceeding 30 percent.

Neuss was a senior real estate development executive at The Buie Corporation (San Diego, CA), with joint responsibility for the acquisition, planning, development, and management of their land and housing project portfolio. A Registered Professional Civil Engineer, he also served as Vice President and Principal Engineer for J.G. Bouwkamp & Associates, Consulting Civil Engineers (Oakland, CA).
